Thank you for your letter of 1st December regarding British companies operating in China. I have now heard from Mitchell of the China Association who sees no reason why such companies should not be required to deposit certain documents with the British Consulate responsible for the area in which their chief local office lies; and he agrees with the list of documents referred to in paragraph 4 of the Shanghai Consul General's letter of 9th June enclosed in Foreign office letter of 6th August. Mitchell adds that before introducing regulations it would be advisable to consult the British Chamber of Commerce in Shanghai and the General Chamber of Commerce in Hong Kong as both are concerned with matters of this kind.

In view however of your letter of 10th November, of Chataway's letter of 20th November and of paragraph 2 of Hong Kong telegram No.1394, I wonder whether it is necessary to communicate further with the Hong Kong Government asking them to obtain the views of the General Chamber of Commerce in this matter. I will however, do so if you wish to pursue the matter further, leaving you to get in touch with the British Chamber of Commerce in Shanghai.
